2026 Spring Conference Speakers

U.S. Congresswoman Beth Van Duyne (R-TX)
Congresswoman Beth Van Duyne proudly represents the 24th Congressional District of Texas, which includes portions of Dallas and Tarrant counties. She has been a longtime champion for IRFs in Texas and nationwide, recently spearheading efforts to oppose the expansion of the IRF Review Choice Demonstration and ensuring meaningful network adequacy in Medicare Advantage networks.

Assigned to the Ways and Means Subcommittees on Taxation, Trade, Oversight, and Work and Welfare, Beth is focused on delivering solutions to help individuals keep more of what they earn, businesses to expand operations and compete in globally competitive markets, and hold Administration policies and management accountable for actions which are detrimental to U.S. economic expansion or growing prosperity for our families. She also serves as Chairman of the Small Business Subcommittee on Economic Growth, Tax, and Capital Access.

Prior to being elected to Congress, Beth served as Regional Administrator for the U.S. Department of Housing and Urban Development (HUD), Mayor of Irving, Irving City Council Member, and a businesswoman. Throughout Beth’s career, she has worked with small startup companies, mid-size private companies and Fortune 500 corporations alike. Beth also ran a consulting business where she helped executives develop strategic business plans as well as negotiation strategies, grassroots coalition building and federal and state legislative policy strategies.

After graduating magna cum laude from Cornell University, Beth moved back to Irving, Texas, which has been her home for over 30 years. Proud mother to Katie and Pearce, Beth was only the second Republican woman from Texas to be elected to the U.S. House of Representatives.

Scott Styles, Executive Director, Alliance for Medicare, Founder, Styles Strategy
Scott Styles of Styles Strategy has over 35 years of experience advising clients in public affairs, government relations and business development. With decades of experience, working at the highest levels of the government in the legislative and executive branches, Styles successfully guides clients in a wide range of industries through the policy, public affairs and business development processes necessary to successful business execution.  For more than a decade since leaving public service,

​Styles began his career in public service with the Texas Railroad Commission; he moved to Washington, D.C. to work in the national and international arena. After developing an extensive global network over decades, he based his consulting practice in his home state of Texas. As Texas continues to flourish as a global business hub, so is Styles Strategy.     

​Styles worked in the U.S. House of Representatives, where he was Chief of Staff to the former Chairman of the House Rules Committee, Pete Sessions (R-TX). He was the Washington Representative for Air Products and Chemicals, Inc., where he represented over 15,000 worldwide employees before Members of Congress and the Executive Branch on a variety of energy, environment, trade and employee benefit issues. From 1990 to 1993, Styles served in the first Bush Administration as legislative advisor for Secretary of State James A. Baker III, where he worked on the Administration’s international legislative agenda.    

Susanne Seagrave, Ph.D.Seagrave & Smith Health Policy Consulting  

Dr. Susanne Seagrave is a founding partner of Seagrave & Smith Health Policy Consulting, which provides strategic and technical guidance on a broad range of complex Medicare benefit, payment, coverage, and operational issues.  Dr. Seagrave has over 25 years of experience leading the development and implementation of technical Medicare post-acute care payment and coverage policies at the Centers for Medicare & Medicaid Services and the Medicare Payment Advisory Commission.

Todd SmithSeagrave & Smith Health Policy Consulting 

Todd Smith is a founding partner of Seagrave & Smith Health Policy Consulting, which provides strategic and technical guidance on a broad range of complex Medicare benefit, payment, coverage, and operational issues. Todd has over 25 years of experience leading the development and implementation of technical Medicare post-acute care payment and coverage policies at the Centers for Medicare & Medicaid Services.

John Pilotte, Senior Advisor to McKinsey, McKinsey & Company
A nationally recognized leader in healthcare policy and operations, I bring 30+ years of expertise shaping and scaling value-based payment programs that improve care, reduce costs, and strengthen patient experience. As the former Director of the Performance-based Payment Policy Group at CMS, I led the design and operation of Medicare’s national Accountable Care Organization (ACO) program — the Medicare Shared Savings Program — establishing and expanding it to more than 500 ACOs serving 11M+ beneficiaries and generating $6B+ in savings while paying $19B+ in performance incentives; led policy development and compliance and enforcement of hospital price transparency regulations; and advised on the development and operations of value based payment programs and models.  Currently, as a consultant and Senior Advisor to McKinsey, I help organizations accelerate system-level transformation, navigate complex policy landscapes, and implement innovative care models. 

Betty Fout, Ph.D., Principal Policy Analyst, MedPAC
Dr. Betty Fout is principal policy analyst with the Medicare Payment Advisory Commission (MedPAC). MedPAC is an independent congressional support agency that advises the U.S. Congress on issues affecting the Medicare program. In addition to advising the Congress on payments to private health plans participating in Medicare and providers in Medicare’s traditional fee-for-service program, MedPAC provides information on access to care, quality of care, and other issues affecting Medicare. Dr. Fout has focused on topics related to Medicare’s coverage of hospital and post-acute care. She has extensive experience using Medicare administrative data to study policy effects, develop performance measures, and support government agencies with decision-making. From her previous position as a Principal Associate at Abt Associates, she has expertise with using experimental and quasi-experimental techniques to conduct program evaluations and has supported all aspects of home health payment, quality, and value-based purchasing. Dr. Fout has a Ph.D. in economics from the University of North Carolina at Chapel Hill.

Amy Cinquegrani, Director, Division of Payment Methods & Strategies, Provider Compliance Group, Centers for Medicare & Medicaid Services (CMS) 
Amy Cinquegrani is the Director of the Division of Payment Methods and Strategies within the Provider Compliance Group in the Center for Program Integrity at the Centers for Medicare & Medicaid Services (CMS). Amy oversees development and implementation of the various prior authorization and pre-claim review programs in Fee for Service Medicare. Amy has been with CMS since 2007 and previously worked on the Recovery Audit Contractor program, and was Deputy Director of the Division of Recovery Audit Operations. Amy graduated from Stevenson University in Maryland and prior to coming to CMS, worked in the research and treatment fields for children with developmental disabilities.  

 

Sabrina Betts, Deputy Director, Division of Payment Methods & Strategies, Provider Compliance Group, Centers for Medicare & Medicaid Services (CMS) 

Sabrina Betts, MS, BSN, RN, is the Deputy Director of the Division of Payment Methods and Strategies within the Provider Compliance Group in the Center for Program Integrity at the Centers for Medicare & Medicaid Services (CMS). Sabrina assists with leading the development and implementation of Traditional Medicare prior authorization and pre-claim review programs, overseeing medical review operations that safeguard the Medicare Trust Fund while promoting transparency, consistency, and operational efficiency. Sabrina has been with CMS for more than a decade and brings a clinical foundation as a registered nurse, combining frontline healthcare experience with her work at CMS to advance compliance and strengthen program integrity efforts.

Kevin Hahm, Partner, Hunton Andrews Kurth LLP
Kevin focuses on antitrust merger review, including pre-transaction counseling, merger investigations and merger litigations. He previously served as head of the FTC’s Mergers IV Division, where he led investigations in proposed transactions in key industries, including retail, consumer products, distribution, hospitals and other healthcare providers.

Kevin brings over 25 years of antitrust experience from both the FTC and private practice. He has extensive experience reviewing, investigating and litigating merger transactions. As head of the Mergers IV Division, Kevin led teams in several prominent FTC merger challenges and spearheaded FTC review of numerous high-profile transactions. 

Kevin also served as Counsel to the Director in the Bureau of Competition Front Office where he assisted in overseeing the Mergers III Division (oil and gas industries, including pipelines, terminals and retailing) and Anticompetitive Practices Division (civil non-merger conduct). 

Anthony Cuzzola, Vice President and Administrator, HMH JFK Johnson Rehabilitation Institute
Anthony Cuzzola is currently the Vice President for Rehabilitation Services at Hackensack Meridian Health (HMH) located in Edison NJ. He has served in this role since 2019 (when JFK Health System became part of HMH). In this capacity he also serves as the Administrator of the JFK Johnson Rehabilitation Institute.

He is responsible for HMH’s three comprehensive rehabilitation hospitals, hospital based and satellite outpatient services as well as the acute hospital rehabilitation services. Prior to JFK joining HMH, Anthony served as Vice President & Administrator of the JFK Johnson Rehabilitation Institute and also oversaw post acute services for JFK Health System. Anthony has been part of JFK HMH for over 30 years and has provided leadership for many areas in addition to rehabilitation.

Anthony is the immediate Past Chair of the AMRPA Board having served as Chair from 2021-2023 and has been on the AMRPA Board since 2011. He has served on the AHA Regional Policy Board and is a member of the NJ Hospital Association Rehabilitation Advisory Committee. He also served as Vice Chair and Board Member for the NJ Brain Injury Alliance from 2009-2020.

Douglas M. Baer, President and Chief Executive Officer, Brooks Rehabilitation Hospital
A proven leader with more than 35 years of healthcare experience, Douglas M. Baer has led Brooks Rehabilitation through substantial growth during his tenure as President & CEO.

Baer received a Bachelor of Science degree from the University of Florida and is a certified-public accountant, previously employed by KPMG Peat Marwick. Baer joined Brooks in May 1991 as Vice President/Corporate Controller. In 1995, he was promoted to chief financial officer.  He held this position for six years until he became executive vice president/chief operations officer in 2001 and President & CEO in 2002.

A Jacksonville native, Baer is recognized and well-known as a leader in the community, active on many boards and organizations. He is a member of the Board of Trustees of the American Medical Rehabilitation Providers Association (AMRPA), serves on the Board for the First Coast American Heart Association, the University of North Florida Foundation, the YMCA, as well as several other civic and service organizations in the community.

William Grey, Vice President of Post-Acute Services Rehabilitation, HCA Healthcare
Bill Grey is currently the Vice President of Post-Acute Services for HCA Healthcare.  He is responsible for the Rehab operations of HCA on an enterprise-wide basis, as well as other post-acute strategic initiatives.

Bill joined HCA in 2012 coming from various hospital CEO roles in Rehab, and prior to that as CEO and CFO for med/surg hospitals with Community Health Systems, Attentus, HealthTrust, EPIC, and American Medical International. 

Bill earned both his Bachelor’s and Master’s degrees from Duke University, and he resides in Georgetown, Tx.

Peter Thomas, JD, Managing Partner, Powers Pyles Sutter & Verville 
Peter Thomas is Managing Partner at Powers Pyles Sutter & Verville, PC, a Washington, DC-based law and lobbying firm that focuses on healthcare, education and the law of tribal nations. He has a federal law and legislative practice in the areas of healthcare and disability policy; Medicare coverage and reimbursement policy; access to medical rehabilitation services; coverage, coding and payment of orthotics, prosthetics, and assistive devices and technologies; and appropriations and policy advocacy involving rehabilitation and disability research and development. 

Peter has served on the President’s Advisory Commission on Consumer Protection and Quality in the Health Care Industry, the National Advisory Board for the National Center for Medical Rehabilitation Research (NCMRR) at NIH, the National Advisory Council of the Agency for Healthcare Research and Quality (AHRQ), and the Institute of Medicine’s Committee on Improving the Disability Decision Process.  He also served as a Co-Principal Investigator for a PCORI-funded research project on peer support for trauma survivors. Peter has also served on a number of non-profit boards including the Foundation for Physical Medicine and Rehabilitation, the American Trauma Society, the Viscardi Center, the Commission on Accreditation of Rehabilitation Facilities (CARF), the Center for International Rehabilitation/Physicians Against Land Mines. Peter recently joined the boards of the Lakeshore Foundation as well as a new international rehabilitation organization known as Global Partners for Rehabilitation. 

Peter has used two prosthetic legs since age 10 and is a co-author of The Americans with Disabilities Act: A Guidebook for Management and People with Disabilities. He graduated from Georgetown University Law Center in 1989, Boston College in 1986, and is licensed to practice law in New York State and the District of Columbia.

Ron Connelly, JD, Principal, Powers Pyles Sutter & Verville
Ron represents acute care hospitals, rehabilitation facilities, academic medical centers, physicians, and other providers on a variety of healthcare matters, with a particular focus on litigation related to Medicare and Medicaid reimbursement. From his early career as a financial analyst for academic medical centers, Ron developed an appreciation for the critical services that hospitals provide, and a unique understanding of the complexity of reimbursement-related issues.

Ron has extensive experience litigating large dollar specialty payments, such as Medicare graduate medical education, and is a leader of the firm’s practice representing providers in audits and appeals of Medicare coverage determinations, including denials resulting from audits by Recovery Audit Contractors, Zone Program Integrity Contractors, and Medicare Administrative Contractors. He has also challenged disproportionate share hospital payments and the Medicare wage index. Ron has represented clients in district courts and courts of appeal, before the Provider Reimbursement Review Board with respect to hospital cost report appeals, and before administrative law judges on matters related to individual claim appeals.

Ron is an annual presenter at the American Medical Rehabilitation Providers Association, and he has spoken on topics including Medicare audits and Provider Reimbursement Review Board procedures before the American Health Lawyers Association, He also has appeared before the American Academy of Physical Medicine and Rehabilitation and has been published by HFM Magazine, the publication of the Healthcare Financial Management Association.

Kate Beller, JD, President, AMRPA
Kate Beller, JD, has served as the American Medical Rehabilitation Providers Association (AMRPA) President since March 2024, and previously served in leadership roles within the Association since February 2019. In her current role, Beller helps AMRPA identify current and emerging policy issues affecting the rehabilitation industry, including the annual inpatient rehabilitation facility (IRF) Prospective Payment System and Quality Reporting Program, Medicare Advantage coverage reforms, the IRF Review Choice Demonstration, auditing and oversight programs within the field, and Medicare Payment Advisory Commission (MedPAC) post-acute care payment analysis, among many other issues.

Prior to joining AMRPA, Ms. Beller served as a principal at a healthcare-focused consulting/lobbying firm, where she developed and helped lead the legislative and regulatory strategies for post-acute care providers and other entities across the health policy spectrum. She received her Juris Doctorate at Georgetown University Law Center and her undergraduate degree at Duke University.

Troy Hillman, Director of Quality and Health Policy, AMRPA
Troy Hillman has served as the American Medical Rehabilitation Providers Association (AMRPA) Director of Quality and Health Policy since January 2023. In his current role, Mr. Hillman helps AMRPA identify policy issues affecting the rehabilitation industry, including the inpatient rehabilitation facility (IRF) prospective payment system and Quality Reporting Program, as well as MedPAC and other Post-Acute Care (PAC) payment reform proposals. Prior to joining AMRPA, Mr. Hillman served as the Manager of Analytics and Government Relations Director at UDSMR/Netsmart, where he helped develop and interpret the reporting of IRF data and outcomes, educate and train industry stakeholders on outcomes and quality measures, as well as monitoring, interpreting, and responding to legislative and regulatory updates. He also has experience in the Market Research, Banking and Health Insurance industries, where he was focused on analytics and performance improvement. In his spare time, he enjoys golfing, coaching hockey, suffering with the Buffalo Bills, and helping to raise two teenage sons.

Joe Nahra, Director of Government Relations and Regulatory Policy, AMRPA
Joe Nahra has served as the AMRPA Director of Government Relations and Regulatory Policy since May 2023. In his current role, Joe works with AMRPA leadership, member hospitals, and stakeholder partners to develop and execute strategies for ensuring patient access to inpatient rehabilitation care, including communicating AMRPA’s policy positions to federal lawmakers and agency officials. Joe also works directly with members and AMRPA committees to provide advice and guidance relating to regulatory and compliance issues. Prior to joining AMRPA, Joe represented patients, providers, and disability advocacy organizations before Congress and the Administration at a Washington, DC-based law and lobbying firm. He received his undergraduate degree at the University of Pennsylvania and is currently working towards a Juris Doctorate at Georgetown University Law Center in the evening program. In his spare time, he enjoys playing and watching tennis, cooking, and trying to beat his own times solving crossword puzzles.

Jonathan Jagoda, Senior Policy Advisor, Alston & Bird 
Jonathan Jagoda is a senior policy advisor in the Health Care Group. He analyzes, designs, manages, and directs the federal advocacy strategy for health care clients across the industry’s spectrum.

Before joining Alston & Bird, Jonathan led the congressional affairs division of the Federation of American Hospitals (FAH), representing nearly 1,000 community hospitals and health systems in both urban and rural areas across 46 states, Washington, D.C., and Puerto Rico. He developed and executed the FAH’s legislative strategy on behalf of the organization’s acute, post-acute, and behavioral health member hospitals.

Jonathan previously served in a leadership role with the Federation of State Medical Boards (FSMB), advocating for the nation’s medical regulatory boards with both federal and state policymakers. He has also been an advisor and legislative aide for political campaigns, corporate organizations, and other major health care trade associations.

Jonathan graduated with a master of public policy degree from the University of Southern California and a B.A. in political science from the University of Illinois at Urbana-Champaign. He was also a candidate for the Washington, D.C. Advisory Neighborhood

Mark Rayder, Senior Policy Advisor, Alston & Bird
Mark Rayder is a senior policy advisor in Alston & Bird’s Washington, D.C., office. He provides policy and political expertise on a variety of health care issues and assists clients in developing and implementing their legislative and regulatory strategy.

Before joining the firm, Mark served in the public, political, corporate, and non-profit sectors. Most recently, he was vice president of public policy for the American College of Gastroenterology and was the senior manager of government affairs at a Fortune 50 Internet and telecommunications corporation.

Named a “Top Lobbyist” by The Hill newspaper every year since 2010, Mark served as an advisor to three members of Congress, including as associate staff to the House Commerce, Justice, State, and Judiciary Appropriations Subcommittee. He also managed two successful congressional campaigns.

His policy expertise includes payment and regulatory policy pertaining to physician services, acute and post-acute care providers, biopharmaceuticals, medical devices, clinical laboratory services, public health, social determinants of health, specialty health plans, allied health, veteran’s health programs, and appropriations.

Mark received a B.A. in history from The Catholic University of America in Washington, D.C.
