U.S. Congresswoman Beth Van Duyne (R-TX)
Congresswoman Beth Van Duyne proudly represents the 24th Congressional District of Texas, which includes portions of Dallas and Tarrant counties. She has been a longtime champion for IRFs in Texas and nationwide, recently spearheading efforts to oppose the expansion of the IRF Review Choice Demonstration and ensuring meaningful network adequacy in Medicare Advantage networks.
Assigned to the Ways and Means Subcommittees on Taxation, Trade, Oversight, and Work and Welfare, Beth is focused on delivering solutions to help individuals keep more of what they earn, businesses to expand operations and compete in globally competitive markets, and hold Administration policies and management accountable for actions which are detrimental to U.S. economic expansion or growing prosperity for our families. She also serves as Chairman of the Small Business Subcommittee on Economic Growth, Tax, and Capital Access.
Prior to being elected to Congress, Beth served as Regional Administrator for the U.S. Department of Housing and Urban Development (HUD), Mayor of Irving, Irving City Council Member, and a businesswoman. Throughout Beth’s career, she has worked with small startup companies, mid-size private companies and Fortune 500 corporations alike. Beth also ran a consulting business where she helped executives develop strategic business plans as well as negotiation strategies, grassroots coalition building and federal and state legislative policy strategies.
After graduating magna cum laude from Cornell University, Beth moved back to Irving, Texas, which has been her home for over 30 years. Proud mother to Katie and Pearce, Beth was only the second Republican woman from Texas to be elected to the U.S. House of Representatives.
Susanne Seagrave, Ph.D., Seagrave & Smith Health Policy Consulting Â
Dr. Susanne Seagrave is a founding partner of Seagrave & Smith Health Policy Consulting, which provides strategic and technical guidance on a broad range of complex Medicare benefit, payment, coverage, and operational issues. Dr. Seagrave has over 25 years of experience leading the development and implementation of technical Medicare post-acute care payment and coverage policies at the Centers for Medicare & Medicaid Services and the Medicare Payment Advisory Commission.
Todd Smith, Seagrave & Smith Health Policy ConsultingÂ
Todd Smith is a founding partner of Seagrave & Smith Health Policy Consulting, which provides strategic and technical guidance on a broad range of complex Medicare benefit, payment, coverage, and operational issues. Todd has over 25 years of experience leading the development and implementation of technical Medicare post-acute care payment and coverage policies at the Centers for Medicare & Medicaid Services.
John Pilotte, Senior Advisor to McKinsey, McKinsey & Company
A nationally recognized leader in healthcare policy and operations, I bring 30+ years of expertise shaping and scaling value-based payment programs that improve care, reduce costs, and strengthen patient experience. As the former Director of the Performance-based Payment Policy Group at CMS, I led the design and operation of Medicare’s national Accountable Care Organization (ACO) program — the Medicare Shared Savings Program — establishing and expanding it to more than 500 ACOs serving 11M+ beneficiaries and generating $6B+ in savings while paying $19B+ in performance incentives; led policy development and compliance and enforcement of hospital price transparency regulations; and advised on the development and operations of value based payment programs and models. Currently, as a consultant and Senior Advisor to McKinsey, I help organizations accelerate system-level transformation, navigate complex policy landscapes, and implement innovative care models.Â
Kevin Hahm, Partner, Hunton Andrews Kurth LLP
Kevin focuses on antitrust merger review, including pre-transaction counseling, merger investigations and merger litigations. He previously served as head of the FTC’s Mergers IV Division, where he led investigations in proposed transactions in key industries, including retail, consumer products, distribution, hospitals and other healthcare providers.
Kevin brings over 25 years of antitrust experience from both the FTC and private practice. He has extensive experience reviewing, investigating and litigating merger transactions. As head of the Mergers IV Division, Kevin led teams in several prominent FTC merger challenges and spearheaded FTC review of numerous high-profile transactions.Â
Kevin also served as Counsel to the Director in the Bureau of Competition Front Office where he assisted in overseeing the Mergers III Division (oil and gas industries, including pipelines, terminals and retailing) and Anticompetitive Practices Division (civil non-merger conduct).Â
Anthony Cuzzola, Vice President and Administrator, HMH JFK Johnson Rehabilitation Institute
Anthony Cuzzola is currently the Vice President for Rehabilitation Services at Hackensack Meridian Health (HMH) located in Edison NJ. He has served in this role since 2019 (when JFK Health System became part of HMH). In this capacity he also serves as the Administrator of the JFK Johnson Rehabilitation Institute.
He is responsible for HMH’s three comprehensive rehabilitation hospitals, hospital based and satellite outpatient services as well as the acute hospital rehabilitation services. Prior to JFK joining HMH, Anthony served as Vice President & Administrator of the JFK Johnson Rehabilitation Institute and also oversaw post acute services for JFK Health System. Anthony has been part of JFK HMH for over 30 years and has provided leadership for many areas in addition to rehabilitation.
Anthony is the immediate Past Chair of the AMRPA Board having served as Chair from 2021-2023 and has been on the AMRPA Board since 2011. He has served on the AHA Regional Policy Board and is a member of the NJ Hospital Association Rehabilitation Advisory Committee. He also served as Vice Chair and Board Member for the NJ Brain Injury Alliance from 2009-2020.
Douglas M. Baer, President and Chief Executive Officer, Brooks Rehabilitation Hospital
A proven leader with more than 35 years of healthcare experience, Douglas M. Baer has led Brooks Rehabilitation through substantial growth during his tenure as President & CEO.
Baer received a Bachelor of Science degree from the University of Florida and is a certified-public accountant, previously employed by KPMG Peat Marwick. Baer joined Brooks in May 1991 as Vice President/Corporate Controller. In 1995, he was promoted to chief financial officer. He held this position for six years until he became executive vice president/chief operations officer in 2001 and President & CEO in 2002.
A Jacksonville native, Baer is recognized and well-known as a leader in the community, active on many boards and organizations. He is a member of the Board of Trustees of the American Medical Rehabilitation Providers Association (AMRPA), serves on the Board for the First Coast American Heart Association, the University of North Florida Foundation, the YMCA, as well as several other civic and service organizations in the community.
William Grey, Vice President of Post-Acute Services Rehabilitation, HCA Healthcare
Bill Grey is currently the Vice President of Post-Acute Services for HCA Healthcare. He is responsible for the Rehab operations of HCA on an enterprise-wide basis, as well as other post-acute strategic initiatives.
Bill joined HCA in 2012 coming from various hospital CEO roles in Rehab, and prior to that as CEO and CFO for med/surg hospitals with Community Health Systems, Attentus, HealthTrust, EPIC, and American Medical International.Â
Bill earned both his Bachelor’s and Master’s degrees from Duke University, and he resides in Georgetown, Tx.

Kate Beller, JD, President, AMRPA
Kate Beller, JD, has served as the American Medical Rehabilitation Providers Association (AMRPA) President since March 2024, and previously served in leadership roles within the Association since February 2019. In her current role, Beller helps AMRPA identify current and emerging policy issues affecting the rehabilitation industry, including the annual inpatient rehabilitation facility (IRF) Prospective Payment System and Quality Reporting Program, Medicare Advantage coverage reforms, the IRF Review Choice Demonstration, auditing and oversight programs within the field, and Medicare Payment Advisory Commission (MedPAC) post-acute care payment analysis, among many other issues.
Prior to joining AMRPA, Ms. Beller served as a principal at a healthcare-focused consulting/lobbying firm, where she developed and helped lead the legislative and regulatory strategies for post-acute care providers and other entities across the health policy spectrum. She received her Juris Doctorate at Georgetown University Law Center and her undergraduate degree at Duke University.
Troy Hillman, Director of Quality and Health Policy, AMRPA
Troy Hillman has served as the American Medical Rehabilitation Providers Association (AMRPA) Director of Quality and Health Policy since January 2023. In his current role, Mr. Hillman helps AMRPA identify policy issues affecting the rehabilitation industry, including the inpatient rehabilitation facility (IRF) prospective payment system and Quality Reporting Program, as well as MedPAC and other Post-Acute Care (PAC) payment reform proposals. Prior to joining AMRPA, Mr. Hillman served as the Manager of Analytics and Government Relations Director at UDSMR/Netsmart, where he helped develop and interpret the reporting of IRF data and outcomes, educate and train industry stakeholders on outcomes and quality measures, as well as monitoring, interpreting, and responding to legislative and regulatory updates. He also has experience in the Market Research, Banking and Health Insurance industries, where he was focused on analytics and performance improvement. In his spare time, he enjoys golfing, coaching hockey, suffering with the Buffalo Bills, and helping to raise two teenage sons.
Joe Nahra, Director of Government Relations and Regulatory Policy, AMRPA
Joe Nahra has served as the AMRPA Director of Government Relations and Regulatory Policy since May 2023. In his current role, Joe works with AMRPA leadership, member hospitals, and stakeholder partners to develop and execute strategies for ensuring patient access to inpatient rehabilitation care, including communicating AMRPA’s policy positions to federal lawmakers and agency officials. Joe also works directly with members and AMRPA committees to provide advice and guidance relating to regulatory and compliance issues. Prior to joining AMRPA, Joe represented patients, providers, and disability advocacy organizations before Congress and the Administration at a Washington, DC-based law and lobbying firm. He received his undergraduate degree at the University of Pennsylvania and is currently working towards a Juris Doctorate at Georgetown University Law Center in the evening program. In his spare time, he enjoys playing and watching tennis, cooking, and trying to beat his own times solving crossword puzzles.
