2025 Accomplishments

At AMRPA, we are working tirelessly to advance the field of medical rehabilitation ‎through advocacy, education, and the promotion of access to care. In 2025, AMRPA launched a number of new policy and operational initiatives and scored a number of victories for members through robust engagement with the Administration and Congressional leaders.

As the association’s membership grows, AMRPA continually identifies and fosters Congressional relationships that correlate with our expanding national presence, which ensures that AMRPA continues to be the leading policy voice for inpatient rehabilitation. On the regulatory side, AMRPA engaged extensively with the Department of Health and Human Services (HHS), the Centers for Medicare and Medicaid Services (CMS) and other senior Administration officials in efforts to both champion AMRPA’s regulatory priorities as well as successfully oppose potential policy threats. AMRPA will continue these and other efforts as the post-acute care landscape continues to rapidly evolve. 

Membership

AMRPA is the nation’s only organization dedicated to inpatient rehabilitation hospitals and units (IRH/Us) and outpatient rehabilitation providers.

 

Highlights from Our 2025 Outlook:

  • Lead Field-Wide Response to IRF Review Choice Demonstration (RCD)
  • 2025 Medicare Payment Advisory Commission (MedPAC) Engagement and Education
  • Build Relationships with the Center for Medicare & Medicaid Innovation (CMMI) Team to Address IRF Coverage and Access in Existing and Future Models
  • Support Meaningful Medicare Advantage Reforms to Protect Patient Access to Care
  • Limit the Negative Impacts and Unintended Consequences of Expanding IRF Quality Reporting Program (QRP) Requirements
  • Continue to Strategically Engage with the OIG on Pending National IRF Audit
  • Advance Inpatient Rehabilitation Field through a Comprehensive Regulatory Agenda

Additional Member-Driven 2025 Successes:

  • AMRPA continued its record growth, reaching over 825 members.
  • Attendance for the Fall Conference has also set another record high with 639 conference attendees.
  • Social media presence continues to grow, and due in large part to live social media coverage of our Spring Conference earlier this year and coverage of our Fall Conference. Since last year, we have a 20% increase in followers and an 11% increase in engagement rate with our posts.  
  • AMRPA will continue producing videos to amplify our marketing efforts. Recent videos have focused on our conferences and educational offerings, such as our certification program.  

Snapshots of Our Successful Advocacy in 2025:

  • Served as the Leading Voice for the IRF Field in Calling for Performance Transparency, Accountability, and Contractor Oversight in the IRF Review Choice Demonstration (RCD)​; Facilitated Member Networking and Education on RCD Success Strategies; Successfully Lobbied on Multiple Congressional Letters Calling for RCD Assessment and Termination.
  • Engaged the Medicare Payment Advisory Commission (MedPAC) on the Critical Role of IRFs in the Post-Acute Care Continuum; Broadened AMRPA’s MedPAC Advocacy to Address the Adverse Impacts of Prior Authorization and Quality Reporting Program Issues​.
  • Successfully Advocated for a Positive FY 2026 Payment Update & Straightforward Coverage Policies​.
  • Hosted Successful All-Member Fly-In with 60+ Key Hill Meetings​ to Amplify AMRPA’s Legislative Priorities in the 119th Congress.
  • Educated the Center for Medicare and Medicaid Innovation (CMMI) Staff on IRF Access Concerns & the Importance of Utilization Oversight under the Transforming Episode Accountability Model (TEAM)​.
  • Continued to Push for Large-Scale Changes in the Medicare Advantage Program, Particularly with Respect to Prior Authorization and Retrospective Denials.​
  • Launched AMRPA Research Committee to Promote Innovation, Demonstrate Value, and Define Impact in Rehabilitation Medicine; Managed Association Response to Upheaval in Federal Research Enterprise; Initiated Inaugural Committee Project on Analyzing Gaps in Existing Rehabilitation Effectiveness Literature.​
