Who We Are

American Medical Rehabilitation Providers Association (AMRPA)

Mission Statement: Advancing the field of medical rehabilitation through advocacy, education, and the promotion of access to care.

2024 Policy Priorities

AMRPA has developed a policy agenda to protect patient access to timely, necessary, and high-quality inpatient rehabilitation care.

AMRPA is the only national voluntary trade association representing nearly 800 inpatient rehabilitation facilities (IRFs), including both freestanding inpatient rehabilitation hospitals and inpatient rehabilitation units within acute care hospitals, as well as state associations and other important representatives of the field. AMRPA members provide rehabilitation services across multiple health care settings to help patients maximize their health, functional skills, independence, and participation in society so they can return to home, work, or an active retirement. 

AMRPA serves as the leading advocacy voice in Washington, DC for the interests of IRFs before federal policymakers. The many legislative and policy issues AMRPA is working on include the Medicare coverage and payment criteria for IRFs, including the Medicare Payment Advisory Commission (MedPAC) annual agenda; the IRF Quality Reporting Program (QRP) and other quality measurement initiatives; the IRF Review Choice Demonstration; prior authorization and access to care in Medicare Advantage; oversight by federal agencies including the Department of Health & Human Services Office of Inspector General (HHS OIG) and the Center for Program Integrity (CPI); and all other legislative and regulatory proposals impacting inpatient rehabilitation providers.

AMRPA's Key Activities:

Advocacy:AMRPA represents and advocates for interests of inpatient rehabilitation providers before Congress and the Administration. AMRPA monitors the development and implementation of federal law, policy, and regulations and prepares comments, letters of support/opposition and provider testimonies on legislative and regulatory issues facing medical rehabilitation providers. AMRPA also promotes the funding and conducting of research to advance the field and to develop evidence-based practice and public policy. 

Information: AMRPA keeps members informed of all significant policy, legislative, and regulatory issues affecting medical rehabilitation providers. 

“Action Alerts:” Timely electronic updates and calls to action regarding policy changes and opportunities to weigh in with Congress. 

Off the Record:” A weekly electronic newsletter providing high-level, summary information on current legislative and regulatory issues. 

Medical Rehab Monthly:” A monthly report on medical rehabilitation matters and trends, including in-depth analysis of legislative, regulatory, and operational issues. 

“Members Only” Calls: held on an as needed basis (typically quarterly) to provide timely information on emerging developments and issues affecting the field, as well as offer the opportunity for live member engagement with AMRPA leadership, staff, and counsel. 

eRehabData® incorporates available data in advocacy and educational initiatives. It is owned by AMRPA. AMRPA collects and distributes data and analysis of national and regional trends in medical rehabilitation to all members. 

AMRPA Events

AMRPA hosts two conferences each year to review and target current legislative, regulatory, operational, financial, and strategic issues. 

Education & Participation: Our two annual conferences, online seminars, and on-demand trainings throughout the year provide the latest intelligence, information and facts about the “hot” issues impacting medical rehabilitation providers including legislative, regulatory, operational, financial and strategic issues. Members receive discounted and priority registration to all programs. During the Spring Conference in Washington, DC, we host a Congressional “fly-in” dedicated to the legislative issues impacting our members and the inpatient rehabilitation field.  

“Members Only” privileges include complete access to all information on the AMRPA website. 

AMRPA supports members in their grassroots efforts to educate Congressional representatives on issues of importance to the medical rehabilitation community. 

Members may increase their involvement by participating in AMRPA committees and may request to be nominated to the Board of Directors. All members are listed on and have online access to AMRPA’s Membership Directory. 

Operational Assistance: AMRPA researches, develops, and distributes specialized toolkits to support and assist members with key issues, such as Medicare appeals guidance and QRP Penalty Reconsideration templates. 

AMRPA staff are available to facilitate access to information and expertise on a broad range of issues and business challenges.
