Meet Our Speakers
Amy Cinquegrani, Director, Division of Payment Methods & Strategies, Provider Compliance Group, Centers for Medicare & Medicaid Services (CMS)
Amy Cinquegrani is the Director of the Division of Payment Methods and Strategies within the Provider Compliance Group in the Center for Program Integrity at the Centers for Medicare & Medicaid Services (CMS). Amy oversees development and implementation of the various prior authorization and pre-claim review programs in Fee for Service Medicare. Amy has been with CMS since 2007 and previously worked on the Recovery Audit Contractor program, and was Deputy Director of the Division of Recovery Audit Operations. Amy graduated from Stevenson University in Maryland and prior to coming to CMS, worked in the research and treatment fields for children with developmental disabilities.
Marc Duerden MD, Medical Director, Jurisdiction E, Noridian Healthcare Solutions, LLC
Dr. Duerden is a highly respected physiatrist with more than 35 years of distinguished experience in Physical Medicine and Rehabilitation. He earned his undergraduate degree in chemistry with distinction from Purdue University, his medical degree from Indiana University School of Medicine, and completed his residency training at Northwestern
University’s Rehabilitation Institute of Chicago. Board certified in Physical Medicine and Rehabilitation, Spinal Cord Injury Medicine, and disability evaluation, he brings a rare blend of deep clinical expertise, academic leadership, and national Medicare policy experience to his role.
Over the course of his career, Dr. Duerden has served as a rehabilitation leader, educator, and medical director across numerous inpatient rehabilitation hospitals, skilled nursing facilities, and outpatient settings. He has held continuous academic appointments at Indiana University School of Medicine since 1993 and currently serves as Clinical Associate Professor, with longstanding involvement in medical student and resident education, curriculum development, and national accreditation and residency review activities.
In addition to his clinical and academic work, Dr. Duerden has already played a prominent role in national Medicare medical policy, where he has advised CMS on rehabilitation, pain management, and post-acute care policy, and supported provider education, and program integrity. His career reflects a sustained commitment to patient care, physician education, and the advancement of evidence-based rehabilitation medicine.
Dr. Duerden brings his depth of experience, thoughtful leadership, and passion to Noridian’s on the Inpatient Rehabilitation Facility Review Choice Demonstration (IRF RCD) and Medical Policy team.
Sameer Siddiqui, MD, Contractor Medical Director, Novitas Solutions, Inc.
Dr. Sameer Siddiqui is a Contractor Medical Director at Novitas Solutions, Inc. He is double board-certified in Physical Medicine & Rehabilitation (PM&R) and Spinal Cord Injury Medicine. Prior to joining Novitas Solutions, Inc., he served as an attending physician at VA hospitals in Cleveland, Ohio, and Houston, Texas. In these roles, he also held academic affiliations with Case Western Reserve University and Baylor College of Medicine, respectively. He is also an experienced health services researcher who has presented at multiple national conferences and authored numerous peer-reviewed publications.
Jessica Hicks RN, MSN, Prior Authorization Manager, Novitas Solutions, Inc.
Jessica Hicks, RN, MSN manages the Prior Authorization Department at Novitas Solutions, Inc. During her 12-year tenor she launched the initial Prior Authorization program for Medicare FFS, and has managed both the Provider Enrollment team and Prior Authorization team. In her roles she has worked closely with CMS and the provider community. She has 29 years of experience as a clinician with 19 years in Leadership.
Mary E. Dillon, MD, Officer, Chief Medical – Palmetto GBA
Mary E. Dillon, M.D., serves as Chief Medical Officer, Contractor Medical Director for Palmetto GBA. She is a physiatrist, board certified in Physical Medicine and Rehabilitation. Dr. Dillon is a graduate of Kenyon College and received her M.D. degree from the University of Cincinnati College of Medicine. She completed a residency in Physical Medicine and Rehabilitation at the University of Cincinnati College of Medicine. Dr. Dillon began her career as an Assistant Professor in the Department of Physical Medicine and Rehabilitation at the University of Cincinnati, where she served as Director of Residency Training for several years. Next, Dr. Dillon moved to Tennessee to serve as Medical Director of a large Inpatient Rehabilitation Facility for 20 years. Dr. Dillon was involved in leadership at the medical center. She served as Chief of Staff, chair of the Medical Executive Committee, Credentials Committee, Quality Improvement Committee, Department of Medicine Committee, and Department of Medicine Quality Committee. She actively participated on numerous other committees including Utilization Management Committee, Physician Wellness Committee, Environment of Care/Hospital Safety Committee, and the healthcare system’s Neurology Service Line Council, and System Credentials and Clinical Standards Committee. During these years, Dr. Dillon was part of the health system’s Physician Advisory Group. Immediately prior to joining Palmetto GBA, Dr. Dillon worked in utilization management as a medical director at a commercial insurance company.
Cassie Mills BSN, RN, Medical Review Director – Palmetto GBA
Cassie is the Medical Review Director for the Inpatient Rehabilitation Facility Review Choice Demonstration program with Palmetto GBA. She has experience with Medicare Medical Review HHH, Part A and Part B of A. Her clinical experience includes extensive inpatient and critical care settings. Cassie has been with Palmetto GBA since 2019 and has been with the Home Health Review Choice Demonstration, the Outpatient Prior Authorization program and the Inpatient Rehabilitation Facility Review Choice Demonstration.
